The quality of transmission depends on network metrics. N/ACIP groups try to profile networks and give recommendations.

The first differentiation must be made between:

• Managed networks: the network metrics can be controlled and bound to certain limit and so ensure a given quality of service. This is also necessary if one to have lowest end to end delay.
• Unmanaged networks: there's no guaranty on the network metrics and so network impairment may suddenly lead to losses. Low end-to-end delay is difficult to achieve without losses. This is the fact for the Internet.
